Moonie River catchment
Under the Water Reform and Other Legislation Amendment Act 2014, water resource plans and resource operation plans have been replaced by new planning instruments. Water planning outcomes for the Moonie River catchment are now provided by the Water Plan (Moonie) 2003 and Moonie Water Management Protocol.
Once these documents have been prepared in accordance with the transitional provisions in the Act they will be made available below. Read more about the changes to water legislation.
Map of the catchment
The Moonie River water plan is scheduled to expire in 2019 and must be replaced under the Water Act. Replacing the plan will ensure that the needs of water users, the environment and the general community continue to be met. There is also a proposal to amalgamate the Border Rivers and Moonie water plans (see below). The new plan will be consistent with the requirements of the Murray–Darling Basin Plan 2012.
New scientific and monitoring information, in addition to over a decade of experience managing water in the catchment, will contribute to the new plan and community input will also be instrumental.
The Border Rivers and Moonie statement of proposals (PDF, 1.0MB), outlining the issues for the plan review, is available for public comment. The public notice for the statement of proposals provides details on how you can have your say, and submissions close on 31 August 2016.
Proposed amalgamation of the Border Rivers and Moonie plans
The department is proposing to amalgamate the Border Rivers and Moonie water plans for reasons of administrative efficiency. Amalgamating these plans will enable the department to focus on developing specific policies to improve water management in each area. There will be no disadvantage to water users in either catchment resulting from the amalgamation of these plans.

- The Moonie water plan was released in December 2003.
- Amendments to include arrangements for the management of subartesian groundwater not connected to the Great Artesian Basin commenced on 19 December 2014.
- Explanatory notes accompany the plan.
- A consultation report (PDF, 563.4KB) summarises issues raised during the consultation process and how these were dealt with in preparing the final amended plan.
Corresponding amendments were made to the Condamine and Balonne and Border Rivers water plans. You can view information about these corresponding amendments at the Border Rivers catchment planning page or the Condamine and Balonne catchment planning page.
