Calliope River catchment

Under the Water Reform and Other Legislation Amendment Act 2014, water resource plans and resource operation plans have been replaced by new planning instruments: the Water Plan (Calliope River Basin) 2006 and Calliope River Basin Water Management Protocol 2016. See below to access these instruments.

Water plan

The Water Plan (Calliope River Basin) 2006 (the water plan) contains the same information specified in the superseded Calliope River Basin water resource plan (WRP). It now also specifies water management areas, trading zones and criteria for deciding water licence applications, which were previously contained in the superseded Calliope River Basin resource operations plan (ROP).

For ease of reference, the clauses transitioning from the superseded ROP into the water plan have been combined into a single document - Calliope River Basin transitions from ROP to water plan. Explanatory notes for the superseded WRP are also still available.

Plan expiry and postponement

The water plan is due to expire on 1 September 2017. On 2 June 2017, the Minister released a public notice of the intention to postpone the expiry of the water plan to 14 December 2026 along with a report (PDF, 837.6KB) on the effectiveness of the plan and its implementation. The report contains further information in relation to the proposed postponement of the expiry of the plan.


The public notice invited public submissions on the proposal to postpone the expiry of the water plan. The submission period closed at 5pm on 3 July 2017.

All properly made submissions will be considered in making a final decision prior to the expiry of the Calliope water plan.

Water management protocol

The Calliope River Basin Water Management Protocol 2016 contains water sharing, water allocation dealing and seasonal water assignment rules for unsupplemented water in the plan area, which were previously contained in the superseded resource operations plan.

The Calliope River Basin ROP, which commenced in May 2008, is no longer in effect. However, the provisions/components contained in this document are taken to be a part of the water plan or water management protocol.
